Background of the policy and how it began:
Since 1979, China's government has been trying to control their population growth, but many people in China will do whatever it takes to avoid the policy. Although they have put fines and many other penalties in place, people continue to break the law. In many cases, the government has been known to forcibly make women abort or be sterilized. Since 2001, Chinese One-Child Policy enforcers have been giving testimonies in congressional court to address the issue of China's policy.
In China, women must have official permission- birth permits- to bear children. Families who follow the policy receive financial aid from the government, as well as other benefits. They are able to receive help finding housing, and there child is put at the top of the list to go to school. Women are not allowed to marry until 23, and have to have an abortion if they get pregnant before that.
Over 10 million elderly families have their only child die, and now have no children to continue the family and care for them.
The Chinese government estimates that they have collected 2 trillion Yuan ( 314 billion US dollars) in second child fees. Each family with a second child pays approximately 110,000 Yuan (17,300 US dollars) Families with multiple children are also treated differently and are looked down upon.
Some exceptions to the policy are:
*Couples with a first child as a girl, can try once more to get a boy.
*Minority groups are allowed to have more children.
*Rural, minority, and couples that are both only children are already exempt from the law.
